Records one fact on the current stage's action log, keeping the entries already there.
Following StageScope.appendToActionLog, an entry already recorded under key is overwritten and the overwrite is logged as a warning.
Encodes value as a JSON element, so any @Serializable type works. For several facts at once, or for ActionLogBuilder's typed overloads, use StageScope.appendToActionLog directly.
