enum UnknownFailurePolicy : Enum<UnknownFailurePolicy>

How the retry policy treats failures of TransiencyLevel.UNKNOWN transiency (i.e. the recognizer couldn't classify the exception).

CONSERVATIVE (default): don't retry unknown failures.
LENIENT: retry unknown failures as if they were TRANSIENT.
