outsets

How far this decorator paints past the content's box; nothing by default, and never negative.

These are paint outsets and take no layout space: a Foundation container grows the component's bounds by them while its layout bounds stay, and any other parent clips what is painted past the bounds. A PaintOutsets value of the component can leave them in layout instead.

Callers read the value and never modify it, so it may be shared.
